Introduction

Ning Li’s public trail did not end when her US Army-funded gravity project reached the end of its stated 2001–02 period. The clearest surviving evidence places her firmly inside the small gravity-research community in May 2003: she was an honorary co-chair of a four-day gravitational-wave meeting at the MITRE Corporation, presented her own paper, presented another group’s work, and chaired a later session. Her paper was co-authored with James C. That chronology matters because later accounts often compress Li’s transition out of open academic publishing into a sudden “disappearance”. The 2003 documents show something less dramatic but more informative: after her Army project, Li was still publicly participating in gravity research and remained connected professionally to an Army scientist. A separate, much less verifiable account attributes to her an early-2003 communication claiming an “over 11 kilowatts” AC-gravity effect. The 2003 gravity conference appearance

The strongest date anchor is the International High-Frequency Gravitational Waves Working Group meeting held at MITRE in McLean, Virginia, from 6 to 9 May 2003. The surviving meeting schedule does considerably more than merely list Li among attendees. At the top of the programme, Paul A. Murad and Robert M. L. Her involvement continued throughout the programme. On 6 May, the schedule assigned Li to present a paper by Fang-Yu Li, Meng-Xi Tang and Dong-Ping Shi on the electromagnetic response to high-frequency gravitational waves in the gigahertz-to-terahertz range. On the morning of 7 May, Li herself was scheduled to give a 30-minute presentation, “Measurability of AC Gravity Fields”, paper HFGW-03-106. This is stronger evidence than a retrospective assertion that somebody remembered seeing her in 2003. It is a contemporaneous conference programme assigning Li several formal roles over multiple days. The conference itself should not be mistaken for mainstream acceptance of the extraordinary claims associated with this field. Its programme included highly speculative proposals for laboratory gravitational-wave generation, propulsion, communications and superconducting gravitational devices. Participation establishes what Li was doing and with whom she was interacting; it does not establish that those proposed technologies worked. That distinction is essential when reconstructing the disappearance story.

Her Army connection was still visible

Li’s own conference contribution provides an especially useful clue because it connects AC Gravity directly with the US Army after the nominal end of her earlier funded project. “Measurability of AC Gravity Fields” was co-authored by Li and James C. Bradas. Bradas was not simply an incidental name from outside government. A US Army publication from 2004 identifies Dr James C. Bradas as Associate Director for Missile Technology and Director of the Weapon Sciences Directorate at the Aviation and Missile Research, Development and Engineering Center at Redstone Arsenal. The paper’s abstract is useful for understanding what Li was publicly discussing in 2003. It distinguished what the authors called “DC gravity” — ordinary local, static gravity — from radiative “AC gravity”, and explored whether induced nuclear angular dipole moments in a macroscopic high-temperature superconductor could generate a measurable gravitational field. That difference is easy to lose in later retellings. The surviving conference evidence demonstrates continued technical work and institutional contact. It does not demonstrate that the preceding Army-funded experiment had succeeded. The chronology is therefore more precise than “Li got military funding and disappeared”. A defensible version is: her funded project ended in 2002 without published results, yet in May 2003 she remained sufficiently active to co-author work with a senior Redstone Arsenal scientist and occupy a prominent role at a gravity-research conference.

The unexplained “11 kilowatts” claim

The other frequently cited 2003 trace is much harder to evaluate. Later accounts derived from antigravity researcher and writer Tim Ventura state that Li sent a private communication in early 2003 saying her team had produced more than 11 kilowatts of “AC-Gravity” effect. There are, however, serious evidential limitations. The original message from Li is not available through a strong institutional archive in the sources located for this account. What survives publicly is principally Ventura’s description of it and later repetitions. More importantly, “11 kilowatts of output effect” has no sufficiently documented experimental definition in the surviving public material. Kilowatts measure power. Without the apparatus, calibration procedure, input power, measurement chain, controls, uncertainty analysis and explanation of exactly what quantity Li meant by “AC-Gravity”, the number cannot establish a gravitational anomaly. It should therefore be treated as an attributed experimental claim, not as a demonstrated result.

The contrast with the MITRE evidence is useful. Li’s May conference participation is supported by a dated programme specifying papers, times and organisational roles. The 11-kilowatt story rests on private correspondence transmitted to the public through intermediaries. Both belong in the 2003 timeline, but they do not deserve the same evidential weight.

When the public record begins to thin out

The most revealing feature of 2003 is not a disappearance but a transition between two kinds of visibility. Before then, Li had a recognisable academic and government-funded research trail. In May 2003 she was still appearing by name, company affiliation and research topic in a formal conference programme. After that period, comparable open documentation becomes much harder to find. Even that thinning record does not support placing an actual disappearance in 2003. A purported 2004 email exchange between Tim Ventura and Eugene Podkletnov, preserved online years later, has Podkletnov saying that Li was “all right”, was working for the Department of Defense and had telephoned him several times that year to discuss superconductors. Because the correspondence survives through secondary web reproductions rather than an official archive, it warrants caution. The later family account makes the distinction clearer still. In 2023, Li’s son George Men told the Huntsville Business Journal that his mother had never actually been a missing person and that she continued defence-related work in the United States. That leaves a relatively narrow historical gap from which the legend could grow. Outsiders saw a scientist whose unusual research had received genuine military money; whose funded results were not published; who was still working on related ideas with an Army researcher in 2003; and whose normal publication and conference trail then largely stopped. People trying to contact her subsequently encountered silence. Those are real ingredients of the later mystery. None, individually or together, demonstrates abduction, suppression, defection or death.

What 2003 changes about the disappearance story

The 2003 trail fixes one of the most important chronological errors in popular versions of Ning Li’s story. She did not receive military funding and immediately disappear. The documentary sequence instead looks like this: the publicly described AC Gravity Army project ran through 2002; Li then remained active in the specialist gravity community in 2003; and only afterwards did her open scientific footprint become exceptionally sparse.[Integrity Research Institute]integrityresearchinstitute.orgIntegrity Research Institute

Her MITRE role is particularly difficult to reconcile with an account in which the government had already made her vanish. She was advertised as an honorary co-chairwoman, was scheduled to present two papers, chaired a session and co-authored her own contribution with a senior Army researcher. Nor does the tantalising 11-kilowatt story fill the gap. It tells us that an extraordinary experimental result was attributed to Li in private correspondence, but the available documentation is insufficient to determine what was measured or whether the result was reproducible. Treating the unexplained number as proof of successful antigravity reverses the proper evidential order: the missing experimental documentation is precisely why the claim remains unresolved.

The historically useful conclusion is narrower. Ning Li was publicly active in gravity research at least into May 2003, after the end of her documented Army-funded project. The point at which her open record fades therefore comes after, not immediately upon, the military funding episode. That small chronological correction substantially changes the case. The genuine mystery is how Li moved from visible participation in the 2003 gravity-research network to a life and career that became largely inaccessible to outside observers. The later “disappearance” narrative arose inside that information vacuum; the surviving 2003 record shows that the vacuum had not yet fully formed.
