Was KONA BLUE Ever a Real UFO Program?

Introduction

KONA BLUE is a useful case study in how the paperwork of a proposed secret programme can later be remembered as evidence that the programme actually operated. The surviving record is unquestionably unusual: in 2011, officials at the US Department of Homeland Security (DHS) considered a highly classified programme that would investigate advanced aerospace technology, anomalous phenomena, human physiological effects and unconventional methods of information collection. But that is not what ultimately happened. The All-domain Anomaly Resolution Office (AARO) says KONA BLUE remained a Prospective Special Access Program (PSAP): it received preliminary administrative approval to develop a proposal, but never received final approval as a Special Access Program (SAP), never received programme funding and never acquired the supposedly extraordinary materials. That distinction makes KONA BLUE particularly important when assessing claims about classified UFO or unconventional-propulsion programmes. Its documents demonstrate that officials can seriously discuss an extraordinary programme, assign it a codename, classify its paperwork and design an organisational structure without the proposed operation ever becoming real.

What KONA BLUE was proposed to become

KONA BLUE grew out of the circle surrounding the Defense Intelligence Agency’s Advanced Aerospace Weapon System Applications Program, usually abbreviated AAWSAP and sometimes discussed alongside the name AATIP. The proposal was not simply for a conventional UFO-reporting office. Its stated purpose was to investigate, identify and analyse sensitive advanced materials and technologies and assess potentially disruptive scientific and technical information relevant to national security. The distinction between prospective and approved is crucial. The July memorandum itself anticipated another stage: final approval documentation was to be developed for presentation to the oversight committee within 90 days. What officials were considering was nevertheless remarkable. The released proposal envisioned several specialised centres dealing with data collection and analysis, advanced technology, experiments, medical effects, education and consciousness-related research. One proposed “Consciousness Center” would have trained and used remote viewers and communicators as possible collection methods. The proposed programme also contemplated advanced aerospace vehicles and sensitive materials. AARO characterises the objective more strongly: supporters wanted to restart UAP and paranormal investigations and reverse-engineer any recovered “off-world” spacecraft that they hoped to acquire. The wording matters. This difference between claims embedded in a proposal and assets actually held by a programme is the central evidential issue surrounding KONA BLUE.

Why proponents wanted a Special Access Program

A Special Access Program provides protections beyond ordinary classified handling, restricting information to a particularly limited group of authorised people. KONA BLUE’s advocates argued that such protection was necessary because the information and materials they expected to investigate were exceptionally sensitive.

AARO’s historical review says the proponents believed that the US government was already concealing UAP technologies. That is an important finding, even though it is not confirmation that the alleged technology existed. The KONA BLUE documents show that people sufficiently connected to government processes were willing to put such beliefs into formal programme proposals. They were not merely discussing UFOs informally: they attempted to build an official compartment around the anticipated material.

There was political support as well. AARO says Senators Harry Reid and Joseph Lieberman asked that the prospective SAP be established, with the prospect of additional funding. This helps explain why the documentation can look much more consequential than an ordinary speculative research pitch. It went far enough to acquire classification markings, security procedures, proposed staffing and organisational plans. Yet those features document how seriously a proposal was being prepared; they do not demonstrate that its assumptions had been verified.

The programme crossed an administrative threshold, not an operational one

Describing KONA BLUE simply as either “real” or “fake” obscures what happened. There was a real government process called KONA BLUE. DHS officials really handled classified paperwork under that name, and the Under Secretary for Science and Technology allowed it to proceed as a prospective SAP while the final programme package was developed.[AARO]aaro.milU.S. Department of Homeland SecurityU.S. Department of Homeland Security…

What did not emerge was the operational SAP contemplated by that paperwork.

AARO’s current public records page states the distinction unusually clearly: KONA BLUE was proposed to DHS leadership but “never approved or formally established”; it “never received any materials or funding”, and AARO found no information carrying the KONA BLUE name beyond the proposal presentation.[AARO]aaro.milUAP RecordsAARO UAP Records…

DHS provides an additional check on that conclusion. In a February 2024 letter to Deputy Secretary of Defense Kathleen Hicks, DHS said KONA BLUE had been a prospective SAP terminated on 10 February 2012. That produces an unusually useful evidential chain:

The documents therefore support something more interesting than “KONA BLUE never existed”, but considerably less dramatic than “the Pentagon admitted it ran a secret UFO reverse-engineering programme”.

Why DHS stopped it

The termination is particularly important because it tests a common inference: if senior officials considered an extraordinary classified proposal, perhaps they must have possessed extraordinary evidence that justified it.

The available record does not support that inference. AARO says that six months after the prospective programme was established, the DHS Deputy Secretary rejected KONA BLUE as a SAP and ordered its immediate termination. AARO’s 2024 historical report describes the eventual rejection more broadly as resulting from a lack of merit. Most importantly, the expected evidential payload never appeared. AARO’s later account says that some DHS personnel believed relevant information and material would be delivered once the SAP was established, but “no data or material of any kind” was transferred to or collected by DHS under KONA BLUE. This reverses an inference that is sometimes made from the documents. The proposed compartment was not necessarily created because DHS had authenticated extraordinary material. The most provocative statements are still claims inside a proposal

The released KONA BLUE package contains language that understandably attracts attention. It discusses advanced aerospace vehicles, anomalous physiological effects and unconventional consciousness research. Those passages are historically significant because they establish what the proposal’s authors were prepared to argue inside government. But classification markings do not transform the propositions inside a document into independently verified findings.

This is a recurring interpretive trap in research into secret programmes. A classified proposal may contain four different layers of information: established facts, intelligence reporting, assumptions made by its authors and capabilities that the authors hope to acquire. Once the document is released years later, those layers can easily collapse into a single apparent “government admission”.

KONA BLUE provides a particularly clean example. A document proposing a centre capable of exploiting advanced aerospace technology establishes that someone wanted such a centre. A proposed budget establishes how much its authors expected an operational programme might cost. A staffing chart establishes the organisation they intended to build. None establishes that the proposed staff were hired, the projected money was spent, the anticipated material arrived or the proposed experiments took place.

That is why the accompanying administrative history matters at least as much as the more dramatic passages in the proposal. How a programme that never launched became UFO-program lore

The route from KONA BLUE’s paperwork to later recollection is unusually well documented. AARO says it first learnt about KONA BLUE during interviews for its historical UAP review. Multiple interviewees described it as a DHS sensitive compartment established to protect retrieval and exploitation of “non-human biologics”. It illustrates how programme lore can accumulate without requiring either deliberate fabrication or an enormous conspiracy. Someone involved in preliminary discussions can truthfully remember a codename, extraordinary proposed objectives, classified meetings, security restrictions and attempts to gain access to highly sensitive material. Years later, the administrative distinction between a compartment being proposed to receive material and a compartment actually possessing that material may disappear from the story.

KONA BLUE was particularly vulnerable to that transformation because so much of its preparatory apparatus looked like the infrastructure of an operating secret programme. There was a codename. There were Top Secret markings. There were proposed organisational components. There were discussions of advanced aerospace vehicles and unconventional technologies. There was congressional interest. Remove the words “prospective”, “proposed” and “disapproved”, and the remaining fragments tell a radically different story.

That does not prove that every allegation of a separate UFO retrieval programme originated with KONA BLUE. Nor does the failure of KONA BLUE logically prove that no other classified programme could have existed. It establishes the narrower and more useful point: KONA BLUE itself cannot be used as documentary proof that an operational US government UFO-retrieval or reverse-engineering programme possessed non-human craft, biologics or antigravity technology. What KONA BLUE actually establishes

KONA BLUE therefore sits in an unusual middle ground. Calling it a fictional programme goes too far: the DHS paperwork is authentic, the prospective compartment existed administratively, and officials genuinely considered taking the proposal further. For classified-programme speculation around unconventional propulsion, that makes KONA BLUE more valuable as a lesson in evidential classification than as evidence for antigravity technology itself. It demonstrates that government files can contain extraordinarily ambitious claims without validating those claims. It also demonstrates that serious officials can entertain a proposal long enough to generate classified documentation before deciding that the case for an operational programme is inadequate.

The unresolved question is therefore not whether KONA BLUE secretly succeeded. The released administrative record is strongly against that interpretation. A more defensible historical question is why its proponents were sufficiently convinced that sensitive advanced material existed elsewhere to construct such an elaborate mechanism for acquiring and studying it.
